Buffer Zone Management PDF Print E-mail
Since late 1994, the Department of National Parks and Wildlife Conservation (DNPWC) has been implementing Park People Programme (PPP) with the financial and technical support of the United Nations Development Programme (UNDP) to mitigate park-people conflict through Bufferzone development programmes. The programme advocates community based approach to biodiversity conservation. The main development objectives of the Programme are to improve socia-economic condition of the Buffer Zone communities and to contribute to bio diversity conservation in the protected areas.
The protection approach with the enforcement of strict regulations within the protected areas, especially the parks and the reserves, has led to various conflicts between authorities and local people. To address this problem, a buffer zone concept has recently been introduced, with the park warden responsible for managing the buffer zone together with the local people, who form user communities. Between 30% and 50% of buffer-zone revenue generated through tourism are to be ploughed back into development programmes to mitigate environmental degradation. Nepal’s new buffer zone management concept is designed to actively involve and engage local communities in conservation and development initiatives, by enhancing the socio-economic conditions of communities living around the national parks.

In order to ensure better management of Langtang National Park (LNP) and its Buffer Zone resources, a Task Force to develop Park Management Strategy Framework was formed The Task Force has prepared a Management plan for LNP and its Buffer Zone.
The power conferred by the Rule 41 of the Buffer Zone Management Regulation 1996, Government of Nepal has made the following Guideline with the aim of assisting the national parks and reserves for the sustainable protection and conservation, and for the sustainable utilization and conservation of natural resources in the Buffer Zone as well as to carry out community development programs with the local people through user, in an effective and uninterrupted manner in the Buffer Zone.
